1979 Porsche 928

This is a project and I have never driven it or started it. I do not have a key for the car. I bought it at a lien sale and have lien sale paperwork from the state of California. I know you can get a title here with the paperwork however another state or Country might be different. This is a rust free car. The timing belts is loose. Someone has tried to remove it. I do not know the condition of the engine. It does have a manual transmission and is a project as you can see from the picture if you need me to take any specific pictures, let me know.
